Fair Market Value Analysis
Independent Fair Market Value Analysis for Israeli Property
A professional assessment of the fair market value of real estate in Israel, prepared by a licensed Israeli real estate appraiser.
Whether you need to understand the current value of an Israeli property, support a transaction, provide documentation to a professional adviser, or establish a reliable valuation for tax or financial purposes, an independent market value analysis provides a documented professional basis for decision-making.
What Is Fair Market Value?
Fair market value is an estimate of the price at which a property could reasonably be expected to be transferred between a willing buyer and a willing seller, assuming appropriate market exposure and that both parties are acting knowledgeably and without undue pressure.
The analysis considers the property's physical, legal, planning and market characteristics, together with relevant comparable transactions and current market conditions.
The result is a professional opinion of value as of a specified valuation date.
When Is a Fair Market Value Analysis Useful?
A fair market value analysis may be relevant in a variety of situations, including:
Tax Reporting
You may need to establish the value of an Israeli property for reporting or documentation purposes in another country.
The appropriate valuation date and reporting requirements depend on the relevant tax rules and the purpose of the valuation.
Inheritance & Estate Matters
A valuation may be required to establish the value of Israeli property for an estate, inheritance, distribution among heirs, or related professional advice.
Sale or Purchase
An independent valuation can provide an objective market reference before entering into a transaction or when assessing whether an agreed price is consistent with market conditions.
Divorce & Financial Settlements
A professional valuation may be used to establish the value of Israeli real estate when assets are being divided or financial interests are being determined.
Property Ownership & Financial Planning
Property owners may require an updated assessment of their assets for financial planning, portfolio reviews, or discussions with professional advisers.
Previous Valuation Update
If you already have an appraisal of the property, a new analysis may be appropriate when the valuation date has changed or when market conditions, planning circumstances or the property itself have changed.
What Does the Analysis Consider?
Depending on the property and purpose of the assignment, the analysis may consider:
-
Property location and neighbourhood characteristics
-
Existing use and potential use - residential, commercial, industrial or other general uses, icluding the spesific allowed sub-uses
-
Property type - Vila, apartment, penthouse and other types
-
Property's size and physical characteristics
-
Land and building rights
-
Planning and zoning information
-

-

The scope of the analysis is adapted to the property and the reason for which the valuation is required.
Why Use an Independent Israeli Appraiser?
Israeli real estate markets are highly localised. Property values can vary significantly between neighbourhoods, streets and individual properties.
An Israeli licensed real estate appraiser can assess the property using local market evidence together with Israeli planning, registration and property-specific information.
For property owners living abroad, an independent Israeli valuation can also provide a professional document that can be shared with the owner's lawyer, accountant, tax adviser or other professional representative.
For Property Owners Living Abroad

For Lawyers, Accountants & Tax Advisers
If you are assisting a client who owns real estate in Israel, we can provide an independent Israeli valuation for your professional file.
We can work directly with the professional adviser to clarify:
-
The purpose of the valuation
-
The relevant valuation date
-
The property to be valued
-
Required supporting documentation
-
The appropriate scope of the assignment
-
Whether a previous valuation can be used as a starting point for an updated analysis
If your client already has a previous appraisal, we can also review whether an updated valuation may be appropriate.
Professional advisers may contact us directly on behalf of their clients.
Already Have a Previous Appraisal?
A previous appraisal does not automatically represent the property's current market value.
However, it can be useful background information when preparing an updated valuation.
Where appropriate, we can review the previous valuation together with current market conditions and determine the appropriate approach to an updated analysis.
This can be particularly useful for property owners who require updated valuations over time.
What We Need From You

Frequently Asked Questions
Is a Fair Market Value Analysis can be used for mortgage in an Israeli bank?
The short answer - no. Fair Market Value Analysis take into account property's elements that the bank evaluation wouldn't necessarily. Also, the bank's calculate expenses and selling conditions (less exposure, less time) which are not part of the Fair Market definition. With that being said, additional 3rd party valuation may improve your negotiation abilities and tilt the scale to your favor.
Is a Fair Market Value Analysis the same as a real estate appraisal?
The exact scope and format depend on the purpose of the assignment. A professional valuation prepared by an Israeli licensed real estate appraiser is tailored to the specific property, valuation date and intended use.
Can you value a property if I live outside Israel?
Yes. We regularly work with property owners and professional advisers who are located outside Israel. The assignment can generally be coordinated remotely.
Can the valuation be prepared for a foreign tax adviser?
Yes. If the valuation is being prepared in connection with foreign tax reporting or professional advice, the purpose and relevant valuation date should be specified at the beginning of the assignment.
Do I need a new valuation if I already have an appraisal?
Not necessarily. It depends on the age of the existing appraisal, the required valuation date, changes in the property or planning situation, and the purpose for which the valuation is needed.
Can you provide an English-language valuation?
The appropriate language and format can be discussed when the assignment is defined.
How long does the process take?
The timeframe depends on the property, the scope of the assignment, the availability of relevant information and the required valuation date. We will provide an estimated timeframe after reviewing the assignment.
