Israeli Property Valuation for U.S. Taxpayers

Last Update - October 2026

Independent Real Estate Appraisal in Israel for Russian Tax Residents, Property Owners and Their Professional Advisers

Do you own real estate in Israel and are you a Russian tax resident?

IL APPRAISER provides independent Israeli real estate valuations for property owners in Russia and for Russian accountants, tax advisers, lawyers and other professionals who need reliable information about an Israeli property.

A valuation may be relevant to Russian tax reporting, income from foreign property, capital gains, inheritance, estate matters, gifts, financial settlements or other professional matters.

It may also be useful for completely non-tax matters — such as deciding whether to buy a property, determining realistic rental income, evaluating an urban-renewal proposal or reviewing an Israeli Betterment Levy assessment.

Our role is to establish the value and relevant real-estate characteristics of the Israeli property.

When Might an Israeli Property Valuation Be Relevant?

You may be particularly interested in our service if:

  • You are a Russian tax resident and own real estate in Israel.

  • Your accountant or tax adviser needs an independent property value.

  • You receive rental income from an Israeli property.

  • You are selling or considering selling an Israeli property.

  • You need a valuation for a specific historical date.

  • You inherited an Israeli property or need to divide an estate.

  • You are considering transferring an Israeli property as a gift.

  • You are involved in a divorce or financial settlement.

  • You are considering buying an Israeli property or investing in Israeli real estate.

  • You want to know the realistic rental value of your property.

  • You have received an urban-renewal proposal and want to assess the economic terms.

  • You received a Betterment Levy assessment in Israel and want to examine the valuation.

  • You already have a previous appraisal and need an updated value.

Russian Tax Matters Relevant to Israeli Property

Налог на доходы физических лиц (НДФЛ)

The Russian individual income tax is known as Налог на доходы физических лиц (НДФЛ).

Russian tax residency is generally based on physical presence rather than citizenship. A person is generally treated as a Russian tax resident when they are present in Russia for at least 183 days during the relevant period.

Russian tax residents are generally subject to Russian personal income tax on income from both Russian and foreign sources.

The Russian Federal Tax Service specifically identifies income from the sale of a house located in a foreign state as an example of income from a foreign source.

This makes the distinction between Russian tax residence and Israeli property location important.

A property can be physically located in Israel while the income or gain connected with it is relevant to the Russian tax position of its owner.

The principal rules are contained in Chapter 23 of the Russian Tax Code (Налоговый кодекс Российской Федерации).

The client's Russian tax adviser determines the individual's tax-residency status and the applicable tax treatment.

Rental Income From Israeli Property

Israeli rental income can be relevant to a Russian tax resident's Russian tax position.

Under the rules applicable from 1 January 2025, rental income received by Russian tax residents is subject to the progressive NDFL rates applicable to this category of income.

For 2026, the general progressive nnual tax base rate for relevant income are :

  • Up to RUB 2.4 million:13%

  • RUB 2.4–5 million: 15%

  • RUB 5–20 million: 18%

  • RUB 20–50 million: 20%

  • Over RUB 50 million: 22%

The tax treatment depends on the type of income and the taxpayer's circumstances.

But tax treatment and rental value are two different questions.

  • A Russian tax adviser may determine:

  • How much Russian tax is payable?

  • An Israeli appraiser can determine:

  • What is the market rental value of the Israeli property?

Example

A Russian tax resident owns an apartment in Tel Aviv and receives rental income.

Before renewing the lease, the owner wants to know whether the current rent reflects the Israeli market.

IL APPRAISER can assess the property's market rental value using comparable Israeli rental properties, the property's characteristics and current market conditions.

This service may be useful even when no tax valuation is required.

Selling an Israeli Property & Capital Gains

Продажа недвижимости — НДФЛ

Income from the sale of real estate can be subject to NDFL when the applicable minimum holding period has not been met.

For real estate, the general minimum holding period is five years, while Russian law provides for a three-year period in specified circumstances, including certain inherited property and other qualifying acquisition situations.

For relevant sales, Russian residents generally report the income through Form 3-НДФЛ.

The tax rates applicable to the sale of property are different from the rates applicable to rental income. For 2025 onward, FNS guidance identifies 13% and 15% rates for income from the sale of property, depending on the relevant tax base.

The client's tax adviser determines whether the sale is taxable and how the taxable income is calculated.

Property Sale — What Does the Valuation Have to Do With It?

A tax calculation may depend on more than the eventual selling price.

The adviser may need to establish or review:

  • Acquisition date

  • Acquisition cost

  • Disposal proceeds

  • Relevant ownership period

  • Documented acquisition expenses

  • The property's market value at a specified date

  • Foreign tax paid

  • Currency conversion

  • Applicable exemptions or deductions

An independent Israeli valuation can provide professional evidence of the property's market value for the date and purpose identified by the adviser.

Example

A Russian tax resident purchased an apartment in Jerusalem many years ago and is now preparing to sell it.

The tax adviser needs an independent value for a particular historical date as part of the wider tax analysis.

IL APPRAISER can prepare a valuation of the Israeli property as of that historical date, subject to the available evidence.

The valuation does not itself determine the Russian tax liability.

Historical Valuation — Why the Date Matters

Property value is not a fixed number.

An Israeli apartment may have had a different market value:

  • At acquisition

  • At the date of inheritance

  • At the date of a gift

  • At another relevant historical date

  • At disposal

  • Today

A current appraisal does not automatically establish the property's value at an earlier date.

A historical appraisal therefore requires examination of the property's characteristics and relevant Israeli market evidence as they relate to the specified valuation date.

This is one reason a previous appraisal can be valuable background information even when an updated valuation is required.

Tax Deduction When Selling Property

Russian tax rules allow certain taxpayers to reduce taxable income from a qualifying property sale through an имущественный налоговый вычет (property tax deduction) or, where applicable, documented acquisition expenses.

For residential property and land, the standard property deduction can be up to RUB 1 million for the relevant tax period; for certain other property, a lower fixed deduction applies.

The taxpayer may in appropriate circumstances choose the method that is more suitable under the applicable rules.

These rules concern the Russian tax calculation. They do not establish the Israeli property's market value.

Where an independent property valuation is relevant to the tax matter, IL APPRAISER can provide the Israeli valuation.

Inheritance & Estate Matters

Inherited Israeli Property

Receiving property by inheritance is generally treated differently from receiving taxable income from a sale or rental.

Russian FNS guidance lists income received by inheritance among income that is not subject to NDFL.

However, a later sale of inherited property can create a separate NDFL issue.

For inherited real estate, the minimum holding period for a qualifying tax-free sale can be three years, measured according to the Russian rules applicable to inherited property.

Example

A Russian tax resident inherits an apartment in Haifa.

The inheritance itself does not create the same NDFL treatment as a taxable sale.

Several years later, the heir decides to sell the apartment.

The Russian tax adviser needs to determine whether the sale is taxable and which rules apply.

IL APPRAISER can provide an independent market valuation of the Israeli apartment for the relevant date if required.

Valuing an Israeli Property for an Estate

An estate may involve more than tax reporting.

An independent valuation can provide an objective reference point when:

  • Several heirs share a property

  • One heir wants to keep the property

  • Other heirs want their share in cash

  • Several Israeli properties are being divided

  • The family is negotiating an estate settlement

  • The executor or adviser needs an independent market value

The appraisal determines the property's market value.

It does not determine the heirs' legal rights or how the estate should be divided.

Gifts of Israeli Property

Дарение

A transfer of Israeli real estate by gift can have different Russian tax consequences depending on the relationship between the parties and the circumstances.

Russian rules provide special treatment for certain gifts between close relatives and family members.

Where an Israeli property is transferred as a gift, an independent valuation may be useful where the property's fair market value needs to be established for the relevant legal or tax analysis.

Example

A Russian tax resident intends to transfer an Israeli apartment to a family member.

The legal and tax advisers determine the applicable treatment.

IL APPRAISER can provide an independent Israeli valuation of the property as of the date of the gift.

Foreign Tax & Article 232 of the Russian Tax Code

Elimination of Double Taxation

Article 232 of the Russian Tax Code addresses the elimination of double taxation.

For a Russian tax resident, foreign tax paid on foreign-source income is not automatically credited against Russian tax in every situation. The availability of a credit depends on the applicable Russian rules and, importantly, the relevant international tax treaty.

Russia and Israel have a Convention for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income, originally signed on 25 April 1994 and effective from 1 January 2001.

The Convention contains provisions concerning income from immovable property, gains from the disposal of property and the elimination of double taxation.

The Convention has also been modified by the Multilateral Instrument framework, with relevant MLI provisions applying from 2021.

The client's Russian tax adviser determines whether and how foreign tax paid in Israel can be credited against Russian tax.

Russia–Israel Tax Convention

Article 6 — Income from Immovable Property

The treaty provides that income derived from immovable property situated in the other contracting state may be taxed in the state where the property is located.

For an Israeli property, this means that Israeli rental income can fall within the treaty's immovable-property provisions.

Article 13 — Income from the Alienation of Property

The Convention separately addresses gains from the disposal of immovable property.

For an Israeli property, the treaty recognizes the taxing rights connected with the state where the immovable property is situated.

Article 22 — Elimination of Double Taxation

The Convention provides a mechanism for avoiding double taxation.

The exact application depends on the taxpayer's circumstances and the type of income.

The treaty should therefore be considered together with the Russian Tax Code and any applicable Israeli tax rules.

Russian Tax Forms That May Be Relevant

The exact forms depend on the taxpayer and the matter.

Form 3-НДФЛ

Налоговая декларация по налогу на доходы физических лиц

The principal individual income-tax declaration.

The form currently used for income for 2025 was approved by Federal Tax Service Order No. ЕД-7-11/913@ of 20 October 2025.

It can be relevant for:

  • Foreign-source income

  • Rental income

  • Taxable property sales

  • Other income requiring individual declaration

Notification of Controlled Foreign Companies

Уведомление о контролируемых иностранных компаниях (КИК)

Relevant where an individual tax resident controls a foreign company or other qualifying foreign structure.

For 2025, the filing deadline for individuals was 30 April 2026.

Notification of Participation in Foreign Organizations

Уведомление об участии в иностранных организациях

Where the relevant conditions are met, the notification is generally due within three months from the acquisition of the participation, establishment of the foreign structure, or another specified change.

Foreign Bank Account Reporting

Russian residents may also have separate reporting obligations concerning foreign bank accounts and foreign electronic wallets.

These obligations are distinct from the tax return itself.

The client's tax adviser should determine which foreign-reporting obligations apply.

Foreign Company Holding Israeli Real Estate

An Israeli property may be owned directly by an individual or indirectly through a company.

This distinction can be important.

If a Russian tax resident owns an Israeli company that holds real estate, the issue may extend beyond the property itself to Russian Controlled Foreign Company (CFC / КИК) rules.

The Russian FTS states that individuals who are controlling persons of foreign companies have an annual notification obligation, regardless of whether the foreign company generated a profit.

For 2025, the individual CFC notification deadline was 30 April 2026.

The CFC rules are separate from the valuation of the underlying Israeli property.

However, where the value of the Israeli real estate is relevant to the broader financial or tax analysis, an independent Israeli valuation may be useful.

Foreign Bank Accounts & Israeli Rental Income

A Russian tax resident who receives Israeli rental income into an Israeli bank account may face two

separate issues:

Tax reporting of the rental income

and

Foreign-account reporting

The FTS states that Russian resident individuals can have annual reporting obligations for foreign accounts and foreign electronic wallets.

For 2025, the deadline for the relevant annual account report was 1 June 2026.

The reporting obligation depends on the person's status and circumstances and is separate from the NDFL return.

IL APPRAISER does not provide banking or tax reporting advice. We provide the Israeli property valuation or rental-value assessment where relevant.

2026 Filing & Payment Dates

For income received during 2025, the Russian FTS published the following key dates:

צילום מסך 2026-10-01 173755.png

These dates concern the 2026 declaration campaign for 2025 income and reporting.

Different deadlines may apply in other circumstances.

2026 Tax Update

A major change in Russian personal income taxation began on 1 January 2025 and continued into 2026.

For relevant categories of income, Russian tax residents now face a progressive structure reaching:

13% / 15% / 18% / 20% / 22%

However, the FTS distinguishes between different tax bases.

For example, income from rental property is subject to the progressive rates applicable to that category, while income from property sales is subject to the separate 13% / 15% scale.

This distinction is important when discussing an Israeli property because rental income and a later sale are not taxed under an identical Russian rate structure.

Beyond Tax Reporting — How We Can Help

An Israeli licensed appraiser property valuation is not only a tax document.

You Are Considering Buying a Property

Before committing to a purchase, we can provide an independent reference point for market value.

This can help you compare:

Asking Price vs. Market Value

and identify questions that may require further legal, planning, engineering or financial review.

You Own a Property and Want to Know the Rental Value

We can assess the property's market rental value.

This may be useful when:

  • Considering a new rental

  • Reviewing an existing lease

  • Comparing rental alternatives

  • Planning a purchase for investment

  • Reviewing an investment property

You Received an Urban Renewal Proposal

If you have been approached regarding urban renewal / Pinui-Binui / TAMA 38, you may need to understand whether the proposed consideration is appropriate.

From the apartment owner's perspective, an appraisal may examine:

  • Existing apartment value

  • Proposed consideration

  • Size and characteristics of the replacement apartment

  • Parking and storage

  • Floor and location

  • Additional economic components of the proposal

  • Market rent during the evacuation period

  • Existing appraisal or Standard 21 material

We can provide an independent professional assessment from the owners' perspective.

You Received a Betterment Levy Assessment

The Israeli Betterment Levy ("Heitel Hashbaha") is connected to an increase in land value arising from planning events such as approval of a plan, a relief or permitted exceptional use.

The statutory framework is contained in the Planning and Building Law, 1965, particularly the Third Schedule.

If you have received a Betterment Levy assessment, we can review:

  • The valuation date

  • The planning event

  • The property characteristics

  • The valuation methodology

  • The market evidence

  • The contribution of planning rights to value

Where appropriate, professional valuation analysis may support an objection, appeal or another procedure handled with the legal adviser.

You Are Considering an Investment

A valuation can provide an independent property reference point before you commit capital.

For example, you may want to compare:

Purchase Price

with

Independent Market Value

and separately consider:

Expected Rental Income

against

Market Rental Value

We provide the real-estate analysis. The investment decision remains with the client and their professional advisers.

What Does IL APPRAISER Provide?

Depending on the assignment, the appraisal may address:

  • Property identification

  • Location and surroundings

  • Physical characteristics

  • Registered rights

  • Planning status

  • Building rights

  • Existing leases or occupancy

  • Comparable transactions

  • Rental evidence

  • Market conditions

  • Valuation methodology

  • Market value

  • Market rental value

  • Historical valuation date

  • Supporting analysis

Where the valuation is being prepared for a Russian professional adviser, we can discuss the purpose, valuation date and any specific documentation requirements before the engagement begins.

Need an Updated Valuation for the Same Property?

Updating an Existing Israeli Property Valuation

If you previously commissioned an appraisal of the same Israeli property, we can review the existing file and, where appropriate, prepare an updated valuation for a new valuation date.

This may be useful when:

  • The property becomes relevant to a later tax year

  • A property is being sold after several years

  • An estate matter has developed

  • A previous valuation is no longer current

  • A lawyer or accountant needs an updated professional reference point

A previous appraisal is useful background information but does not automatically establish the property's current market value.

Frequently Asked Questions

Do Russian tax residents automatically need an Israeli professional appraisal?

No. The need for an independent appraisal depends on the circumstances, the purpose of the valuation and the applicable Russian tax rules.

Is rental income from an Israeli property relevant to Russian tax?

A Russian tax resident may have Russian tax obligations concerning foreign-source rental income. The client's Russian tax adviser should determine the applicable treatment.

Do I need to file 3-НДФЛ if I own an Israeli property?

Not simply because you own the property. Filing obligations can arise from income such as taxable rental income, taxable property sales and other foreign-source income.

Can you prepare a valuation for a previous date?

Yes. We can prepare a valuation for a specified historical date, subject to the available property and market evidence.

Can you provide a valuation for the sale of an Israeli property?

Yes. We can provide an independent Israeli property valuation for the relevant purpose and valuation date. The client's Russian tax adviser determines how the valuation should be used in the tax calculation.

Can you assess the rent I could receive for my Israeli property?

Yes. We can provide a market rental-value assessment based on the property's characteristics and relevant Israeli rental evidence.

Does inheritance of an Israeli property create Russian NDFL?

Russian tax rules generally treat inherited property differently from taxable income, but a later sale can create a separate tax issue. The client's Russian tax adviser should determine the applicable treatment.

What if the Israeli property is owned through an Israeli company?

The tax analysis may be different because Russian CFC rules can apply to qualifying foreign companies. The client's tax adviser should determine whether CFC reporting or taxation applies.

Can you review an urban-renewal offer?

Yes. We can review the proposed consideration and relevant property and market information from the owners' perspective.

Can you help with a Betterment Levy?

Yes. We can review the valuation underlying the levy and identify potential professional valuation issues that may support the appropriate legal procedure.

Can you work directly with my Russian accountant or tax adviser?

Yes. We can coordinate directly with professional advisers according to your preference.

Can you update an old Israeli appraisal?

Yes. We can review the previous valuation and, where appropriate, prepare an updated appraisal for a new valuation date.

Need an Israeli Property Valuation?

Whether the matter concerns Russian tax reporting, rental income, capital gains, inheritance, a sale, a rental decision, an urban-renewal proposal, a Betterment Levy or another property matter, we can review the case and determine the appropriate appraisal scope.
