Israeli Property Valuation for UK Tax Residents

Last Update - October 2026

Independent Real Estate Appraisal in Israel for UK Tax Residents, Property Owners and Their Professional Advisers

Do you own real estate in Israel and are you a UK tax resident?

IL APPRAISER provides independent Israeli real estate valuations for property owners in the United Kingdom and for UK solicitors, accountants, CPAs, tax advisers and other professionals who need reliable information about an Israeli property.

A valuation may be relevant to UK tax reporting, Capital Gains Tax, rental income, inheritance and estate matters, financial settlements or other professional matters.

It may also be useful for completely non-tax matters — such as deciding whether to buy a property, determining realistic rental income, reviewing an urban-renewal proposal or examining an Israeli Betterment Levy assessment.

Our role is to establish the value and relevant real-estate characteristics of the Israeli property.

When Might an Israeli Property Valuation Be Relevant?

You may be particularly interested in our service if:

  • You are a UK tax resident and own real estate in Israel.

  • Your accountant or tax adviser needs an independent property value.

  • You are selling or considering selling an Israeli property.

  • You need a valuation for a specific historical date.

  • You inherited an Israeli property or need to divide an estate.

  • You are involved in a divorce or financial settlement.

  • You own an Israeli rental property and want to understand its market rental value.

  • You are considering buying an Israeli property or investing in Israeli real estate.

  • You have received an urban-renewal proposal and want to assess the economic terms.

  • You received a Betterment Levy assessment in Israel and want to examine the valuation.

  • You already have a previous appraisal and need an updated value.

UK Tax Matters Relevant to Israeli Property

Overseas Income & Gains

Since 6 April 2025, the UK tax system generally operates on a residence-based approach for individuals, with UK residents taxed on the arising basis on worldwide income and gains, subject to specific reliefs and rules.

This means that Israeli property may become relevant to a UK resident's UK tax position even though the property itself is located outside the United Kingdom.

Relevant legislation includes the Taxation of Chargeable Gains Act 1992, the Income Tax (Trading and Other Income) Act 2005, and the residence rules under the Finance Act 2013.

The client's UK tax adviser determines how the Israeli property should be treated for UK tax purposes.

Why the Valuation Date Matters

Property value is not a fixed number.

An Israeli apartment may have had one market value when it was purchased, another value at a later date and a different value when it is sold or transferred.

UK tax rules sometimes require or make relevant the market value of an asset at a particular date.

For example:

  • Value at acquisition

  • Value at a date of inheritance

  • Value at another relevant historical date

  • Value at disposal

An appraisal prepared today does not automatically establish the property's value at an earlier date.

For a historical valuation, the relevant market evidence and the property's characteristics as they existed on that date need to be examined.

Capital Gains Tax — Tax on an Israeli Property Sale

Capital Gains Tax (CGT)

A UK resident can be liable to UK Capital Gains Tax on chargeable gains from assets wherever they are situated, subject to the applicable rules and reliefs.

This can include an Israeli property.

The Taxation of Chargeable Gains Act 1992, including its territorial-scope provisions, forms an important part of the UK CGT framework.

For individuals, the CGT rates applying from 6 April 2026 are generally 18% and 24%, depending on the taxpayer's circumstances and the amount of taxable income and gains.

The tax calculation itself may involve more than the property's current value. The client's adviser may need to consider acquisition cost, disposal proceeds, allowable costs, improvements, losses, reliefs and the applicable exchange rates.

Our role is to provide the Israeli property valuation for the relevant purpose and date.

A Historical Valuation May Be Required

Some UK tax calculations involve market value rather than the actual price paid.

HMRC's valuation guidance gives examples where market value is relevant, including gifts and certain inherited assets.

For inherited assets, where an IHT value has been ascertained, that value can also be used for Capital Gains Tax purposes in accordance with section 274 of the Taxation of Chargeable Gains Act 1992.

Example

A UK tax resident inherited an apartment in Tel Aviv in 2026.

The property is later sold, and the family's adviser needs to establish the property's value at the date of death.

IL APPRAISER can prepare an independent Israeli valuation as of the relevant date, based on the property's characteristics and available market evidence.

The UK tax adviser determines how the valuation is used in the CGT calculation.

Foreign Rental Income

Israeli rental income can be relevant to the UK tax position of a UK resident.

HMRC states that UK residents normally pay UK tax on foreign income, including rental income from overseas property.

Foreign property income is reported through the Foreign pages — SA106 of the Self Assessment return.

The client's tax adviser remains responsible for determining the taxable rental income, allowable expenses, foreign tax relief and other reporting matters.

Example

A UK resident owns an apartment in Jerusalem and receives monthly rental income.

The owner wants to know whether the apartment could generate a higher rent before renewing the lease.

IL APPRAISER can provide an independent assessment of the property's market rental value based on comparable Israeli rental properties and the characteristics of the apartment.

The rental-value assessment is a real-estate service and is separate from the UK tax calculation.

The Foreign Income & Gains (FIG) Regime

A Major Change from 6 April 2025

The UK abolished the former remittance basis from 6 April 2025 and introduced the Foreign Income and Gains (FIG) regime.

A qualifying new UK resident may claim relief on eligible foreign income and gains arising during their first four years of UK tax residence, provided they meet the applicable conditions.

One important condition is that the individual must have been non-UK resident for at least 10 consecutive tax years before becoming UK resident.

Foreign income from an overseas property business can be qualifying income under the FIG regime.

Claims are made through the Self Assessment process and use SA109 — Residence and Foreign Income and Gains (FIG regime) etc.

Example

An individual moves to the UK after more than ten consecutive years of non-UK residence and owns a rental property in Israel.

Their UK adviser is considering whether the FIG regime applies to the Israeli rental income.

The adviser determines the tax treatment; IL APPRAISER can provide a professional Israeli property valuation or rental-value assessment where the property value is relevant to the underlying matter.

The FIG regime is subject to detailed conditions and elections and should be assessed by the client's UK tax adviser.

Temporary Repatriation Facility

Another transitional measure introduced as part of the 2025 reforms is the Temporary Repatriation Facility (TRF).

The TRF is intended for former remittance-basis users with certain unremitted foreign income and gains arising before 6 April 2025.

The facility is available for the 2025–26, 2026–27 and 2027–28 tax years, subject to its statutory conditions.

The TRF concerns the tax treatment of qualifying historic foreign income and gains. It does not itself create a requirement for a property appraisal.

However, where historical income or gains from an Israeli property form part of a broader tax matter, an accurate historical property valuation may be relevant.

The client's UK tax adviser should determine whether the TRF applies.

Inheritance Tax & Israeli Property

Inheritance Tax (IHT)

The UK inheritance-tax rules changed significantly from 6 April 2025.

The former domicile-based framework was replaced by a long-term UK residence test for determining when overseas assets may fall within the UK IHT regime.

An individual is generally a long-term UK resident where they have been UK resident for at least 10 of the previous 20 tax years, subject to detailed statutory rules.

For a long-term UK resident, overseas assets may be within the scope of UK Inheritance Tax.

This can make Israeli real estate relevant when an estate is being reviewed.

The principal legislation is the Inheritance Tax Act 1984, as amended by the Finance Act 2025.

Valuing Israeli Property for an Estate

The value of Israeli real estate may be required as part of the estate administration process.

HMRC guidance explains that assets forming part of an estate are generally valued at their market value for IHT purposes.

There can also be a connection between IHT and later Capital Gains Tax.

Under section 274 TCGA 1992, where a value has been ascertained for IHT purposes, that value can generally become the market value for Capital Gains Tax purposes at the date of death.

Example

A UK long-term resident dies owning an apartment in Haifa.

The executors need to establish the value of the Israeli property as part of the estate.

IL APPRAISER can provide an independent Israeli market valuation as of the relevant date.

The executors, solicitor and tax adviser determine how the value is reported and how UK and Israeli tax rules apply.

UK Inheritance Tax Forms Relevant to Foreign Property

IHT400

Inheritance Tax Account

The principal account used by personal representatives for estates that are not excepted estates.

IHT417

Foreign Assets

Used with IHT400 where the deceased had foreign assets.

HMRC's IHT417 specifically asks for details of foreign possessions and financial responsibilities.

For an estate containing Israeli real estate, the property's value may therefore form part of the information required for the UK estate account.

The applicable forms and reporting obligations should always be confirmed by the executor's solicitor or tax adviser.

UK Tax Forms That May Be Relevant

The exact forms depend on the taxpayer and the purpose of the valuation.

The client's UK adviser determines which forms apply.

SA100

Self Assessment Tax Return

The main individual tax return.

SA106

Foreign

Used to report foreign income and gains, including relevant foreign property income.

SA108

Capital Gains Summary

Used to report capital gains and losses as part of Self Assessment.

SA109

Residence, remittance basis and Foreign Income and Gains (FIG regime) etc

Used for residence-related information and claims under the new FIG regime.

IHT400

IHT417

UK–Israel Tax Convention

The United Kingdom and Israel have a Double Taxation Convention in force.

The current treaty framework is based on the 1962 UK–Israel Double Taxation Convention, as amended by subsequent protocols, including the 2019 Protocol.

Relevant provisions include:

Article IX — Immovable Property

Income from immovable property may be taxed in the territory where the property is situated.

Article VIIIA — Capital Gains

Gains from the disposal of immovable property situated in the other territory may be taxed in that other territory.

The Convention also contains mechanisms dealing with the elimination of double taxation.

The treaty does not replace the need to examine the taxpayer's specific circumstances.

The client's UK or Israeli tax adviser should determine how the Convention applies.

2026–27 UK Filing & Payment Dates

The UK tax year runs from:

6 April 2026 – 5 April 2027

For taxpayers required to file Self Assessment for the 2025–26 tax year:

The first Self Assessment registration deadline for individuals who need to register for the first time for 2025–26 is 5 October 2026.

These dates apply to the general Self Assessment framework. Individual circumstances can create different requirements.

Beyond Tax Reporting — How We Can Help

An Israeli property valuation is not only a tax document.

You Are Considering Buying a Property

Before committing to a purchase, we can provide an independent reference point for market value.

This can help you compare between Asking Price vs. Market Value, and identify questions that may require further legal, planning, or financial review.

You Own a Property and Want to Know the Rental Value

We can assess the property's market rental value.

This may be useful when:

  • Considering a new rental

  • Reviewing an existing lease

  • Comparing rental alternatives

  • Planning a purchase for investment

  • Reviewing an investment property

You Received an Urban Renewal Proposal

If you have been approached regarding urban renewal / Pinui-Binui, you may need to understand whether the proposed consideration is appropriate.

From the apartment owner's perspective, an appraisal may examine:

  • Existing apartment value

  • Proposed consideration

  • Size and characteristics of the replacement apartment

  • Parking and storage

  • Floor and location

  • Additional economic components of the proposal

  • Market rent during the evacuation period

  • Existing appraisal or Standard 21 material

The Government Authority for Urban Renewal recommends that apartment owners examine developer proposals and their economic value before signing an agreement.

We can provide an independent assessment from the owners' perspective.

You Received a Betterment Levy Assessment

The Israeli Betterment Levy ("Hetel Hashbaha") is connected to an increase in land value arising from planning events such as approval of a plan, a relief or permitted exceptional use.

The statutory framework is contained in the Planning and Building Law, 1965, particularly the Third Schedule,

If you have received a Betterment Levy assessment, we can review the valuation basis, the property's planning circumstances and the underlying market evidence.

Where there are professional valuation grounds for doing so, the appraisal may support an objection, appeal or other appropriate procedure.

The applicable legal procedure should be handled with the client's legal adviser.

What Does IL APPRAISER Provide?

Depending on the assignment, the appraisal may address:

  • Property identification

  • Location and surroundings

  • Physical characteristics

  • Registered rights

  • Building rights

  • Existing leases or occupancy

  • Comparable transactions

  • Rental evidence

  • Market conditions

  • Valuation methodology

  • Market value

  • Market rental value

  • Historical valuation date

  • Supporting analysis

Where the valuation is being prepared for a UK professional adviser, we can discuss the purpose, valuation date and any specific documentation requirements before the engagement begins.

Need an Updated Valuation for the Same Property?

Updating an Existing Israeli Property Valuation

If you previously commissioned an appraisal of the same Israeli property, we can review the existing file and, where appropriate, prepare an updated valuation for a new valuation date.

This may be useful when:

  • The property becomes relevant to a later tax year

  • A property is being sold after several years

  • An estate matter has developed

  • A previous valuation is no longer current

  • A lawyer or accountant needs an updated professional reference point

A previous appraisal is useful background information but does not automatically establish the property's current market value.
